I found that quote on google..
That whole quote is from a Dr. Seuss's book, Oh The Places You'll Go!
The Background is a road, to signify "steering yourself in any direction you choose," and the sky along with the nothingness is signifying "You're on your own, and you know what you know."
Those two things together make up the, "And you are the guy who'll decide where to go."
At some point there'll be a fork in the road.
